The Compete4SECAP (C4S) project aims to help local authorities implement the existing SEAPs. The project promotes the adoption of standardized energy management systems in municipalities (Energy Management Systems - EnMS) through the coordination of national competitions and stakeholder meetings, which direct the attention and involvement of local authorities in 8 European countries. The project also contributes to facilitating the upgrading of SEAPs in Sustainable Energy and Climate Action Plans (SECAP), in line with the new approaches promoted by the Covenant of Mayors.
As part of the C4S project, the second meeting of the partners was held in Padova, Italy, at 15-17 May 2018, where the progress of the project was discussed. The first two days concerned organizational issues, and the third day followed an educational visit to the municipality of Montecchio Maggiore. During the visit the attendees had the opportunity to be informed by the Municipality's energy administrator about their experience in the implementation of the energy management system. Subsequently, the local authorities' representatives from the participating countries were divided into groups and discussed the progress and the difficulties they have faced so far in the implementation of EnMS and the upgrading of their SEAPs.
